The Library Board of Trustees meets the 3rd Monday of each month at 5:00 pm. 

The Boone Fire Department was officially organized on June 8, 1877 when The Daniel Boone Hook and Ladder Company, No. 1 was formed. Equipment consisted of ladders and a bucket cart pulled by hand. Later a hose cart and hand pumper was purchased and any horses available were commandeered off the street to pull the cart to the fire.

In 1904 the career department was organized and a team of horses were purchased. The first motorized equipment was placed in service in 1919.

The original location of the fire department was at 815 Keeler Street, where the VFW building is currently located. The fire department was moved to its present location of 923 Eighth Street in 1939 and an annex was added in 1979.

During its history the fire department has be led by Fire Chiefs: John Snell 1904-1907, L.E. Lillie 1907-1908, William West 1908-1941, Eric Kolb 1941-1951, Robert Robertson 1951-1964, Jack Mustapha 1964-1975, Clyde Neely 1975-1984, Richard Littell 1984-1986, Ed Knight 1986-2009 and Justin Adams 2009-Present.

The Boone Airport Commission is comprised of five members who have varied aviation experience and live within the City limits of Boone. The Airport Commission Chair is Joe Pundzak. The commission represents the city in airport matters and meets at the airport the second Monday of each month. The public is welcome.

The City of Boone has a 6.9 MGD Lime Softening Water Treatment Plant constructed in 1998-2000. This facility is classified as a Grade IV Treatment Plant and consists of the following units:

  • Aeration
  • Two upflow solids contact clarifiers
  • Recarbonation tank
  • Four gravity single media filters
  • Chlorine contact basin
  • Fluoridation
  • Two MG ground storage reservoir
  • High service pump station with three pumps with a capacity of a pumping rate of 1750 gpm each.
  • Diesel generator for emergency use
  • 14 shallow wells located along the east bank of the Des Moines River

The Boone Water Works also provides water to Xenia Rural Water and Logansport Water District .

Commander Sloter

Commander Sloter is originally from Illinois where he graduated high school in 1980.  He attended Illinois State University and graduated in 1985 with bachelor’s degrees in Criminal Justice and Psychology. Sloter started his law enforcement career in 1985 for the Lakewood, Colorado Police Department where he worked as a patrol agent for 12 years. In 1997 he accepted a position as police officer with the Boone, Iowa Police Department and has since risen to the rank of Administrative Commander. During his 32 years serving the public, he has received specialized training in the deployment and training of police service canines, collection of crime scene forensic evidence, public speaking, as well as other administrative and tactical training. Sloter looks forward to continuing to serve the citizens of Boone and its visitors.

Sewer Management 

How to Report a Backup

If you have a backup in your basement please follow these steps:

  1. Call the City first (this is critical to prevent an unnecessary service charge by a plumber contractor) - call 515-432-4211 ext 1129.
  2. If you are calling after business hours, during a holiday or staff is unavailable to take your call, you can call the non-emergency number for County Dispatch at 515-433-0527
  3. City personnel will then be dispatched to inspect the sewer main servicing your property. City personnel will then inform you if a plumber needs to be contacted. (please note that all costs associated with work performed by a plumber is the responsibility of the property owner)
  4. If a plumber is needed City Personnel will continue to be a resource to assist with research of the issue.

Information for Residents:

The sewer system is a complex system of underground pipe and streets. The key is the difference between a sanitary sewer and a storm sewer. Both systems are designed to transfer water/wastewater from a source to an outlet point yet the two are very different.

The sanitary sewer system is what hauls water from your home when you flush the toilet. This water is referred to as wastewater. Wastewater is high in bacterial content and must be treated prior to release. The treatment process is complex and requires constant monitoring at the Boone Water Environment Facility. The sanitary sewer system IS NOT intended to handle storm water or water from sump pumps or perimeter drains; however, this is a chronic problem for our system.

The storm sewer system is designed to handle rain from storm events and some groundwater. Often times the storm sewer system includes roads to transfer water from one location to another. When you see a stream of water traveling along the curb realize that this is the intended purpose of the road. In some cases that storm water enters storm intakes and is transferred to underground pipes that lead to a ravine or stream. This water is NOT treated.

Both of these systems within Boone need repair and both of these systems are being stressed by system users. In many cases this “stress” on the system is inadvertent and not intentional.

Below are some examples of what causes the stress:

Storm Sewer:

  • Tree roots
  • Leaves, grass and other material in the street
  • Broken pipe or damaged pipe

Sanitary Sewer:

  • Illegal sump pump connections
  • Illegal foundation drain connections
  • Illegal downspout connections
  • Tree roots
  • Grease
  • Towels, toys, turtles or other items flushed down the toilet

Iowa One Call

Citizens needing to request locates for private projects should contact Iowa One Call before digging. Iowa law requires that any person, homeowner, professional, public or private entity, planning to engage in any form of excavation within the State of Iowa, must notify the Iowa One Call notification system at 1-800-292-8989 at least 48 hours prior to excavating. The Iowa One Call notification system is a free call and a free service to all persons planning an excavation within the State of Iowa. The required 48 hours advance notice does not include Saturdays and Sundays or legal holidays.

Farnham Aviation offers introductory flights for folks who want to try out our flight services or for others who just want to give the gift of small aircraft flight.  Dale Farnham, CFII-ASE, provides flight and ground instruction for light sport pilot, private pilot, commercial pilot, and instrument rating. Dale also offers biennial flight reviews, IFR refresher training and instrument proficiency checks, and can provide tailwheel checkout and spin training. Lucas Wiste, CFI-ASE, provides flight and ground instruction for light sport pilot, private pilot, and commercial pilot. Lucas also can provide biennial flight reviews, tailwheel checkout, and spin training.

Utility Committee

The Utility Committee is made up of three (3) Council Members with the responsibility to review procedures and policies pertaining to the Water Treatment Plant, Waste Water Plant, Storm Water, the distribution system, and utility billing.

ORDINANCE OVERVIEW

The ordinance limits the days that landscape wastes can be burned and the hours of the day it can be burned. Periods of open burning are restricted to April 15th—May 15th and October 1st through November 15th of each year. Any burning of landscape waste shall not commence before 8:00 am and must be completely extinguished each day by 7:00 pm for the period of April 15th –May 15th and not commence before 8:00 am and be completely extinguished by 5:00 pm for the period of October 1st-November 15th.


When burning landscape waste, common sense is your best ally, take note of wind direction, locations of fire in respect to exposures, dry conditions, what direction the smoke will travel, etc.. A minimum distance of 25 feet should be kept between the fire and any buildings. If the pile to be burned is larger than 3 foot in diameter and 2 feet in height, the distance should be increased to 50 feet. It is suggested that a source of water be available, such as a connected garden hose, a bucket of water or an approved fire extinguisher. The fire shall be ATTENDED AT ALL TIMES BY A COMPETENT PERSON until the fire has been extinguished.


A reminder that landscape waste cannot be burned on City property, this includes alleys, streets and parking. Please do not blow or rake your leaves into the street as they have a tendency to flow into the storm sewers inlets and clog the system. 


Any other burning such as prescribed burns and the process of burning plant material from grubbing and clearing outside of these dates may be accomplished by permit only. We must emphasize that only landscape waste can be burned. As always it is illegal to burn garbage, paper, sawn wood, demolished components of any structure, tires or treated wood of any kind. Outdoor fires used for the preparation of food, and campfires for ceremonial and recreational purposes have been and still are exempt from this ordinance

HEALTH RISKS

While many individuals look forward to the pungent odor of burning leaves, for many these same smokey conditions can cause significant health problems. Smoke from the burning leaves is especially harmful to infants, young children, the elderly and those suffering from emphysema, bronchitis, and other lung and heart diseases. One of every six people is susceptible to the irritating effects of burning leaves.


Smoke from burning leaves contains fine particles that can bypass respiratory defenses and reach deep into lung tissue and cause acute and chronic medical problems. Breathing particulate matter can increase the chances of respiratory infection, reduce the volume of air inhaled and impair the lungs ability to use that air. Particulate matter can also trigger asthma attacks in some people. In addition to being an irritant, leaf smoke contains many hazardous chemicals, including carbon monoxide and benzo (a) pyrene. Carbon monoxide reduces the human bloods ability to carry oxygenated blood to the lungs and heart. Benzo (a) pyrene is a known carcinogen similar to what smokers inhale when smoking. 


Studies have shown that emissions created by leaf burning can create levels of pollution much higher than emissions from vehicles and industries combined. This is particularly evident in the autumn when thermal inversions keep the smoke low to the ground and does not allow it to dissipate. When wet or damp leaves are burned the resulting smoke contains a higher level of pollutants and toxic chemicals, up to four times higher than leaves that are not wet. 


Leaf burning can also reduce visibility, create safety hazards, cause a nuisance, soil buildings and other property and create demands on police and fire protection.

ALTERNATIVE DISPOSAL METHODS

Composting is a viable alternative to the burning of leaves. Not only does it reduce the pollutants in the air, it provides a free and extremely effective fertilizer for flower beds and vegetable gardens. The resulting compost is rich in moisture and nutrients and is very effective in promoting the growth and health of your plants.


The Boone County Landfill sponsors free yard waste disposal days in the spring and the fall. For further information on this program please call 433-0591. Local refuse haulers are also available to haul landscape waste away. Contact your hauler for costs and schedule.

The Committee has the power to investigate, promote and do such things as may be deemed necessary to expedient transactions for the general welfare of the City.

Admission Rules:

  • No one under the influence of a controlled substance may enter the pool.
  • Use of controlled substances within the pool complex will subject that person to removal and/or police action.
  • All season pass patrons must sign in upon entrance.
  • No one under 8 admitted unless supervised by a guardian at least 14 years old.
  • No lifeguard is on duty at the wading pool. Parents/Guardians must watch their children.
  • Wading pool is for pre-school age users only and their parents/guardians.
  • All swimmers must shower completely before entering the pool.
  • Swimming suits must be clean. No street clothes worn as suits. No thong swimming suits.
  • Users with open sores are encouraged not to swim.
  • Persons using "tanning oil" must shower before using the pool.
  • Small toys will be allowed in the wading pool and training pool only. All types of balls, frisbees, and squirt guns are prohibited.
  • Personal flotation devices, such as flotation rings, life vests and water wings, are permitted in the wading and training pools. Air mattresses and inner tubes are not allowed except as allowed by special events.
  • Pool rules will be amended when deemed advisable for the protection of health, safety, and enjoyment of all pool patrons.
  • If you are sick, STAY HOME. 

Ticket Use:

  • Season tickets are nontransferable. Only listed family members may use the ticket.
  • Punch passes are not replaced if lost. Punch tickets may be used by the holder and their guests.

General Rules:

  • Food and beverages are allowed only in the concession area. No glass containers anywhere in the pool complex.
  • Use of tobacco products will not be permitted anywhere in the pool complex.
  • The pool is not responsible for lost articles.
  • All injuries must be reported to the pool staff.

Behavior Rules:

  • Non-swimmers must stay in the training pool
  • Improper language will not tolerated.
  • No object will be thrown within the pool complex.
  • Use the toilets, not the pool.
  • No running anywhere in the pool complex.
  • No horseplay, pushing/pulling, splashing, or dunking allowed.
  • No hanging on the ropes.
  • Lifeguards should not be distracted or interfered with in any way.
  • No diving in any area other than off diving boards.
  • Bath House Rules
  • Nothing is to be left in the dressing rooms unattended.
  • No loitering in showers.

Diving Area Rules:

  • No sitting or hanging on the diving boards.
  • Only one person at a time off the boards. The person in front of you must be at the side of the pool before you go off the board.
  • Go straight off the end of the boards and swim to the nearest side of the pool to exit.
  • One bounce only on the diving boards.
  • No swimming in the deep end.

Slide Area Rules:

  • Only one person at a time off the slide. The lifeguard at the top of the slide will tell you when you can go down the slide.
  • Go directly off the end of the slide do not stop and jump off.
  • Only persons four foot tall and taller may use the slide.
  • After entering the water, swim to the nearest side of the pool to exit.
  • Use the slide only facing forward in the feet-first position. You must be sitting down or lying down on your back.

Deep Water Test:

  • According to the manager's discretion, a child must be able to pass a deep water test to go off the boards.
  • Deep water test The child must swim the crawl stroke across the length of the deep end and tread water for one minute. No dog paddling, back stroke or other form of swimming will be accepted ONLY THE CRAWL OR FREESTYLE.
  • Upon passing the test, manager shall record the child's name for future reference should any question of competency arise.

Wading Pool Rules

  • No running.
  • Parents should not leave children unattended.
  • The wading pool is intended for toddlers and young children. Older children should occupy other areas.

Lounge chairs are available or you may bring your own.

Policy and Administration Committee

The Policy and Administration Committee is made of three (3) Council Members with the responsibility to audit all invoices to be paid and to recommend payment; review, recommend and create general policies for the good of the overall City operations; and to provide direction to the Administrator on set policies.  

Meeting Schedule: 

The Policy and Administration Committee meets prior to Council Meetings on the first and third Monday of every month when necessary.

The Boone Park Commission is a five member board who are elected to serve a four year term by the citizens of Boone. They hire the Parks Director, set goals and advise on park operations. Parks provides you with facilities for your outdoor activities.
